The CRF 250l & Rally front fork is unique in that the left fork handles the compression and rebound damping duties and the right fork houses the spring, unlike most forks that have a spring and valving in both fork tubes. It's most likely a cost saving design, and it seems to work ok, the biggest issue is Honda set the bike up for a 100 lb rider and there are no compression or rebound adjustments, which is unfortunate, but it can be upgraded.
The RaceTech Fork spring is a firmer rate designed for 140 to 200lb riders and is installed in the left fork as a supplement to the stock spring in the right fork leg. The RaceTech Gold Valve kit adds compression and rebound damping to suit your weight, skill and riding conditions.
